Alternative Fill Protocol (AFP)

The purpose of the Alternative Fill Protocol (AFP) is to standardize the conceptual approach for using contaminated material at site remediation sites (inclusive of landfills that are being formally remediated rather than operated). The AFP will also ensure appropriate documentation and notification of how the material is used at a site.
Central to the AFP guidance is the principle that a remedial action should ultimately neither exacerbate existing environmental conditions at the site nor create or increase the hazard to human health. Furthermore, substantial increases in the difficulty, cost, and/or duration of the remedial action beyond that strictly required are to be avoided. Under the AFP, the approved materials will provide an economical replacement for clean soil. However, the required use of clean material, such as for final capping, can not be changed under the AFP.
