Analytical Method Certification Requirements for the Site Remediation ProgramThis notice serves as a reminder that laboratories or companies involved in any laboratory or field activity that generate and/or provide analytical data must have all applicable certifications for the specific parameters or categories for which certification exists pursuant to N.J.A.C. 7:18 (Regulations governing the certification of laboratories and environmental measurements). This requirement applies to both measurements that occur in a conventional laboratory environment and to measurements that take place in the field. As such, for example, companies obtaining environmental samples by performing low flow purging and sampling are to have the applicable certifications (conductivity, turbidity, pH, dissolved oxygen and temperature) as analytical measurements are part of the procedure. Additional information for low flow sampling is noted in the New Jersey Department of Environmental Protection Low Flow Purging and Sampling Guidance found athttp://www.nj.gov/dep/srp/guidance/lowflow/lowflowguide.pdf As the Site Remediation Program is interested in continuing the good progress made by LSRPs and consultants with regard to the remediation of sites, it will continue to accept data from those companies that do not have certifications for the field measurement parameters. However, the Site Remediation Program shall require all entities performing such work to have applied to the Office of Quality assurance for all required certifications by July 31, 2011. Additionally, upon re-adoption of N.J.A.C 7:26 E in May, 2012, companies shall be required to hold all pertinent certifications.
