[SRRA]: Updated "Underground Storage Tank Notice of Intent to Close" Online Service Available October 4, 2016

The New Jersey Department of Environmental Protection (Department) announces the availability of the updated Underground Storage Tank Notice of Intent to Close Online Service. The updated service will be available on October 4, 2016. Use of this online service continues to be mandatory.

The Instructions for using this online service are available on the SRP SRRA Forms Page (www.nj.gov/dep/srp/srra/forms/). Training for this online service was provided in March 2014, and can be reviewed on the Department SRRA training web page (www.nj.gov/srp/srra/training) at:

The Underground Storage Tank Notice of Intent to Close Online Service is covered in the last part of the training starting at approximately 1:44:00.

Updates to the service include:

  1. The service only allows LSRPs to certify.
  2. A closure can be linked to an ongoing remedial case.
  3. A new case will be created if a closure notice is filed for a regulated underground storage tank (UST) that has not been upgraded (spill prevention, overfill protection or cathodic protection) or is out-of-compliance with leak detection monitoring and the closure was not linked to an existing case. An LSRP will need to file a separate online retention form for the newly created case.
  4. The closure notice itself will be a PDF attached to the acknowledgement email after the service is certified, however the Closure notification will also be available in Dataminer.
  5. The closure notice service can be set up by a preparer and then certified by an LSRP.

Items to be aware of:

  1. LSRPs can link a closure to an existing case, but should NOT do so if:

    1. The person responsible for the tank closure is different from the existing case; or
    2. Any remediation timeframes for the tank closure will not meet the existing case’s remediation timeframes.
  2. The updated service is accessed using the same link as the existing service but will be renamed pursuant to the Underground Storage Tanks rule (N.J.A.C. 7:14B) to 'Underground Storage Tank Notice of Intent to Close'.
