Each
year New Jersey publishes a Request for Proposals
(RfP) to solicit grant proposals for section
319(h) funds from eligible entries. This
RfP serves doubly as a guidance document
which establishes criteria for projects based
on federal requirements and state priorities;
identifies specific administrative, procedural,
and programmatic requirements necessary for
applicants; and provides timetables for funding
processes and decisions. A notice is also
required to be published in the New Jersey
Register (N.J.R.) on 319(h) pass-through
grant amount and availability for the state
fiscal year.
Below is the SFY
2006 guidance document and RfP. This RfP requires
that all entities interested in applying for
section 319(h) funds submit a web-based Intent
to Apply Form by April 29, 2005 that is also
included below. Meetings will then be scheduled
with each potential applicant to discuss project
logistics by June 15, 2005 in order to be eligible
to submit a pre-proposal by the July 8, 2005
deadline.
