Each year New Jersey publishes a Request for Proposals (RfP) to solicit grant proposals for section 319(h) funds from eligible entries. This RfP serves as a guidance document which establishes criteria for projects based on federal requirements and state priorities; identifies specific administrative, procedural, and programmatic requirements necessary for applicants; and provides timetables for funding processes and decisions. A notice is also required to be published in the New Jersey Register (N.J.R.) on 319(h) pass-through grant availability for the state fiscal year.

Below is the SFY 2010 RfP. This RfP requires that all entities interested in applying for Section 319(h) funds submit a proposal by September 1, 2009.
