The purpose of the Bureau of Environmental Analysis and Restoration (BEAR) will be to support the Division's mission through the development of technical tools for implementation by the Division. This will be accomplished through the completion of Established TMDLs and the revision and development of a Stream Corridor Ordinance, Well Head Protection Ordinance and an Enhanced MS4 Ordinance.
BEAR is also responsible for the development of the Division's Rules, which include: the Smart Growth Rule Draft, as well as Adoption; the SIIA Rule Proposal, as well as Adoption; the Highlands Rule, participation with assigned rule components such as establishing a septic density; and the Stormwater Rule Amendment Proposal.
BEAR will also develop the Nutrient BMP Manual and update the Stormwater BMP Manual as necessary. In addtion to developing other BMP Manuals, if necessary.
Other tasks for BEAR include: discussion Draft of non-structural evaluation system; a Stream Corridor Protection Plan Guidance Document; participation in technical studies such as the Ecological Flow Goals Study; managing and performing required quarterly reporting of assigned grants; and communicating the Bureau's work with the rest of the Division, and assisting in interpretation and policy during implementation of technical products. |
