NJDEP FUNDING FOR WATERSHED MANAGEMENT ACTIVITIES

Section 604(b) Grants
The DEP receives federal funds to be passed through
to county and regional planning entities for water
quality management related planning. In the past,
these grants have been to counties for the purposes
of preparing Water Quality Management Plans. In
the current State Fiscal Year 2004, New Jersey's
604(b) Pass-Through Grant Program was expanded to
include Smart Growth Implementation since that has
become an integral part of our Statewide Water Quality
Management Planning Program.
National Estuary Program Grants
New Jersey participates in three National Estuary
Programs, Barnegat Bay Estuary Program, Delaware
Estuary Program and New York/New Jersey Harbor Estuary
Program. Grants are provided to local organizations
to conduct projects in the estuaries that will assist
in developing and implementing the Comprehensive
Conservation and Management Plans.
National Fish and Wildlife Foundation
Delaware Estuary Watershed Grants Program
Launched in 2003, the Delaware Estuary Watershed Grants Program provides support
to organizations working on a local level to protect and improve watersheds in
the estuary, while building citizen-based resource stewardship. The mission of
the grants program is to address the health and living resources of the three
states that share the land and water of the estuary - Delaware, New Jersey and
Pennsylvania.
Nonpoint Source Pollution 319(h) Grants
Each year New Jersey publishes a Request for Proposals
(RfP) to solicit grant proposals for section 319(h)
funds from eligible entries. This RfP serves doubly
as a guidance document which establishes criteria
for projects based on federal requirements and state
priorities; identifies specific administrative,
procedural, and programmatic requirements necessary
for applicants; and provides timetables for funding
processes and decisions. A notice is also required
to be published in the New Jersey Register (N.J.R.)
on 319(h) pass-through grant amount and availability
for the state fiscal year.
NJ Environmental Infrastructure Financing Program
NJDEP's Environmental Infrastructure Financing
Program provides low interest loans to eligible
projects that will address water quality problems
and water and sewage infrastructure needs. A wide
range of nonpoint source controls and stormwater
management activities are eligible for funding under
this program. The Financing Program allocates a
minimum of $10 million dollars annually to finance
stormwater and nonpoint source projects sponsored
by local government units.
EPA Targeted Watersheds Grant Program
