The purpose of the Bureau of Watershed Regulation (BWR) is to support the Division's mission through the application of regulatory tools available through Wastewater Management Planning and Water Quality Management Planning. This includes the implementation of TMDLs and regional water supply plans. The BWR will also assist in the preservation of important natural resources such as threatened and endangered species habitats, riparian corridors, aquifer recharge areas, and effect nonpoint source pollution control through septic management, stormwater management, and NJPDES Phase II through the wastewater management and water quality management process. The BWR will also conduct site specific reviews for compliance with the stormwater management rules as required.
In addition, BWR is responsible for an OPRA records officer and compliance with OPRA. The BWR will also participate in the Smart Growth and Highlands Rule development, and implement the applicability and consistency determination aspects of the Highlands Rule. BWR also oversees the SIIA program including monitoring data tracking by coordinating data management needs with the Coastal Monitoring Program and TMDL program, in addition, to providing an assessment of the program and providing recommended statutory changes to the program.
BWR will also revise all WQMPs affected by the Highlands Act, and provide digital GIS coverage of remaining SSA's. BWR will circulate Statewide digital SSA coverage to all WMP and WQMP agencies for review and eventually propose coverage as an amendment Statewide. BWR will revise submission requirements as necessary to keep coverage current. BWR will also review municipal stormwater plans and ordinances for compliance with the Rules.
