Watershed Management Area 12
Monmouth

Watershed Management Area 12 extends from Perth Amboy to Point Pleasant Beach. WMA 12 is comprised of an assemblage of coastal subwatersheds, all or a portion of which fall into 56 municipalities in the Raritan Bay and Atlantic Coastal drainage basins. Although the majority of impacted municipalities are in Monmouth County, several lie within the boundaries of Middlesex and Ocean Counties.

The Area 12 Watershed Management Partnership is composed of representatives of local, county, state and federal governments: representatives of six Regional Subwatershed Management Councils (Bayshore, North Coast/Shrewsbury River, Navesink Valley, Mid-Coast, South Coast and the Manasquan Valley); representatives of lake commissions and other watershed management groups; representatives of water purveyors; representatives of wastewater treatment authorities and facilities; representatives of military installations; representatives of the business community; representatives of the development community; representatives of environmental interest groups; representatives of the agricultural community; and of individual citizens, dedicated to enhancing and improving water quality throughout Watershed Management Area 12.

Active Projects

Section 319(h) NPS Grant: Implementation of Stormwater Best Management Practices (BMPs) at Lake Alberta
Neptune Township
This project is nearing completion (July 2006) and implements multiple lake and stormwater best management practices designed to improve and control water quality conditions in Lake Alberta. The lake drains into the Shark River and this project will result in the installation of manufactured treatment devices, vegetated buffers and fencing to hinder geese access and public education to promote watershed awareness of non point source pollution problems.

Section 319(h) NPS Grant: Stormwater Inlet and Parking Lot Retrofits at the Little Silver Parker House and Sickles Park Recreation Areas
Little Silver Borough
This grant is in the process of being modified into a stormwater implementation project designed to reduce pollutant loads into the Little Silver Creek that drains to the Shrewsbury River. The project will result in the retrofit of an existing parking lot with low impact design features and the installation of a manfactured stormwater treatment device at the Parker House facility located within the Borough.

Section 319(h) NPS Grant: Manasquan River Riparian Restoration Project
Friends of the Monmouth County Park System
This implementation project will identify and prioritize stream bank restoration sites at all park properties using NRCS Stream Assessment Protocols combined with Rosgen Analysis tools. The project will also result in the installation of a stream bank restoration at a priority site and provide a listing of subsequent projects that are needed to address water quality impairments and BMP’s appropriate for future restoration work.

Section 319(h) NPS Grant: Innovation Assessment of Sources of Fecal E. Coli in Pathogen Impaired Waterbodies of the Monmouth Coastal Watersheds Region (WMA 12)
Monmouth University
This project is designed to identify specific sources of fecal coliform contamination using specialized bacteriological source tracking methodologies. The project will also provide an identification and prioritization of watershed restoration and structural stormwater BMP’s projects to supplement work on the Wreck Pond, Deal Lake and Shark River Watersheds.

Section 319(h) NPS Grant: Ramanessin Brook NPS Pollution Source Assessment and Stormwater Impact Study
Monmouth County
This grant will be completed in June 2006 and will result in a watershed based plan that will identify and prioritize specific implementation projects and stormwater retrofits that are needed to address various TMDL’s and restore and improve water quality in the Ramanessin Brook.

Section 319(h) NPS Grant: Removing Siltation and Debris in Sylvan Lake
Avon-By-The-Sea Borough
This project is designed to provide funds to dredge and remove siltation from this coastal lake that drains directly to the Atlantic Ocean. The project is designed to improve water quality in the lake that would enhance the recreational value of the lake and also improve the quality of stormwater discharges form the lake into the Atlantic Ocean that continues to result in bathing beach closures.

Section 319(h) NPS Grant: Development of a Regional Stormwater Management Plan for the Deal Lake Watershed
Deal Lake Commission
This project will result in the development of a regional stormwater management plan for the Deal Lake Watershed. The plan will address the stormwater problems throughout the watershed and provide regional BMP solutions that are needed to reduce water quality impairments in this coastal lake that drains directly to the Atlantic Ocean.

Section 319(h) NPS Grant: Regional Stormwater Management Plan for Many Mind Creek
Atlantic Highlands Borough Environmental Commission
This project will result in the development of a regional stormwater management plan for the Many Mind Creek Watershed. The plan will address the stormwater problems throughout the watershed and provide regional BMP solutions that are needed to reduce water quality impairments in this coastal watershed that drains directly to Raritan Bay.

Action Now Projects for Stormwater BMPs in Watershed Management Area 12 Watershed Management Area Plan - Phase I
Monmouth County
This grant is the original watershed grant that has been modified to provide funds for action now projects. Two riparian stream improvement projects currently underway in the Flat Creek and Shark River Brook Watersheds and the remaining funds will be used to complete the Ramanessin Brook Water Quality Study.

Wreck Pond Brook Watershed Regional Stormwater Management Plan - Hydrology and Hydraulic Support
New Jersey Department of Agriculture
This project will result in the development of a regional stormwater management plan for the Wreck Pond Watershed. The plan will address the stormwater problems throughout this coastal watershed and provide regional BMP solutions to reduce fecal coliform impairments to enhance the recreational value of the lake and also improve the quality of stormwater discharges from the lake into the Atlantic Ocean that continues to result in bathing beach closures.
