Ground Water Systems in New Jersey Applying for Approval of Existing 4-log Virus Inactivation Treatment Under the Ground Water Rule (GWR)
Under the Ground Water Rule, as of December 1, 2009, all public water systems with ground water sources are subject to the requirements of triggered source water monitoring or compliance monitoring. If any treatment plant at your system currently provides 4-log virus inactivation treatment and you wish to conduct compliance monitoring instead of triggered source water monitoring at that treatment plant, you must certify that the treatment plant water successfully demonstrates 4-log virus inactivation treatment. This treatment can be achieved using inactivation (disinfection), removal (filtration), or a combination of inactivation and removal that has been approved by the state.
You must complete the state form (Pdf Format) in order to comply with this requirement. If you have more than one treatment plant that provides 4-log virus inactivation treatment, you will need to complete a separate form for each treatment plant. Please note that if any additions or modification are needed to the treatment process in order to provide 4-log virus inactivation, a proper permit will be required from the Bureau of Water Systems and Well Permitting. This form is only for existing and approved treatment plants.
The certification form must be completed and approved by NJDEP in order to avoid triggered source water monitoring for any particular well. If your application is not approved by December 1, 2009, you are subject to the requirements of triggered source water monitoring until such time as the Department approves your application.
Note that the Department intends to require monthly assessment monitoring for E. coli for each source for a period of one year upon approval.
