The Data Systems Implementation
Section, under the Bureau
Loans and Data Management,
is responsible for implementing the use and operation
of the electronic data management systems that
maintain drinking water system inventory data
and monitoring analytical data used to determine
compliance with the Safe Drinking Water Act,
and to identify potential water quality issues
related to the purchase of homes served by private
wells in accordance with the Private
Well Testing Act.
This Section supports the Division’s
continuous need to consolidate, update, enhance,
test, implement, and provide user support for
data management systems to ensure that the database
applications satisfy the regulatory and business
process needs of the Division and increase overall
program efficiencies.
This section consists of
two units:
- SDWIS Implementation Unit
- Private Well Testing
Support Unit
SDWIS Implementation Unit
The SDWIS
Implementation Unit is currently implementing
the USEPA Safe Drinking Water Information System
(SDWIS/ State) database application. The SDWIS/
State database application assists in providing
compliance decision support in order to meet
both the existing and new requirements of the
Safe Drinking Water Act, and to improve reporting
and compliance determination capabilities. This
unit also has the primary task of processing
of all drinking water quality analysis data reports
submitted by drinking water systems and/or laboratories,
as required by the federal and New Jersey Safe
Drinking Water Act (SDWA).
The SDWIS Implementation
Unit also coordinates with Division staff to
identify enhancements needed to the design of
SDWIS/State, to provide user support; including
various data request, reports, and the creation
of database modules to assist users in expediting
daily activities. In addition, this unit also
undertakes and participates with other Division
staff and contracted vendors to enhance, test,
implement, upgrade, or replace the various database
applications to support the regulatory activities
of the Division to provide the overall program
with increased efficiencies.
The Division implemented
and continues to enhance an enterprise data management
system, New Jersey Environmental Management System
(NJEMS). This unit performs tasks within NJEMs
system including updating contact names within
Masterfile and generating annual water drinking
water system billing invoices.
PWTA Support Unit
The PWTA Program was established
as primarily an information sharing mechanism
to inform persons purchasing homes served by
private wells of potential water quality issues.
To assist in managing this data, the PWTA Support
Unit is responsible for maintaining the use,
operation, and maintenance of the electronic
data systems for implementation of the Private
Well Testing Act. This unit also provides assistance
with the design, development, testing, implementation,
and identification of enhancements needed to
the PWTA electronic data systems. In addition,
this unit also undertakes and participates with
other Division staff and contracted vendors to
design, enhance, test, and implement the upgrade
or replacement of the various database applications
to support the regulatory activities of the Division
to provide the overall Program with increased
efficiencies. The PWTA Support unit also assists
other Division staff to provide outreach and
user support; including the generation of various
data requests, reports, and supporting materials
to the regulated community, local health agencies
and the public regarding the PWTA Program. |
