The NJDEP implemented and
continues to enhance an enterprise data management
system, New Jersey Environmental Management
System (NJEMS), which consolidates many existing
individual data management systems across
the department and across many media (e.g.,
air, water, and land). This represents a
significant step toward an integrated department-wide
data management system to be used primarily
for permit, reporting, and enforcement activities.
The
NJDEP Division of Water Supply continues
to participate in numerous enhancements to
NJEMS for the benefit of the Water Supply
component of the system, which continues
to require a significant investment of time
and work performance. During 2003, the Safe
Drinking Water program successfully mapped
and migrated significant portions of the
required drinking water system inventory
data from the existing databases into NJEMS.
Water Supply began issuing various permit
decision actions through NJEMS, including
water allocation resource management and
drinking water construction permits. Since
that time, the Safe Drinking Water program
maintains and updates in NJEMS the inventory
of community and noncommunity water systems.
During 2004, the Safe Drinking Water program
continued to pursue the necessary tasks to
develop and implement enhancements to improve
existing functionality and reporting capabilities
in NJEMS.
During 2005, the Safe Drinking
Water program:
- used NJEMS batch
processing to provide compliance notifications
to water systems for non-submittal of monitoring
reports for the Total Coliform Rule (TCR)
and selected non-TCR analytes;
- developed
monthly performance reports for NJDEP internal
use to facilitate the tracking of permit
activities;
- participated in the conceptual
design of an electronic permit (ePermit)
program;
- participated in the development
of the Strategic Framework Plan and conceptual
design of the NJEMS-SDWIS/State Interface
application;
- performed development
work in Business Objects universes to enable
the development of reports from NJEMS and
SDWIS/State;
- prepared corporate reports
for NJDEP internal use through NJDEP Web-Intelligence;
and
- prepared reports for general
public access through the NJDEP Data Miner
application at http://www.nj.gov/dep/opra/online.html.
The
Safe Drinking Water Program uses NJEMS to
create and track nonsubmittal notification
letters issued to the regulated water systems,
based upon TCR and nonTCR nonsubmittal violations
generated by SDWIS/State. In addition, the
Safe Drinking Water Program uses NJEMS to
create and track water system specific monitoring
schedules based upon SDWIS/State. Thus, the
NJDEP is developing improved means to provide
electronic organization of these records
to assist water systems and for subsequent
enforcement actions.
During 2005 and 2006,
the NJDEP and AMS-CGI designed and developed
an NJEMS-SDWIS/State Interface application
to provide an efficient electronic data exchange
between NJEMS and SDWIS/State; maintain data
integrity between the two data systems; reduce
duplicate manual data entry into each data
system; and electronically transfer data
concerning drinking water systems, including
inventory, violations, and enforcement actions.
NJDEP plans to test, install, and implement
the Interface application in the second half
of calendar year 2006.
In the future, additional
enhancements and the development of critical
business/corporate data verification, query,
report, management, and performance capabilities
will support Safe Drinking Water system inventory
data management and construction permit activities
pertaining to the regulated public water
systems.
