The Physical Connection and Cross Connection Control by Containment Program is administered by the Technical Support Unit under the Bureau of Water System and Well Permitting and the program consists of review and approval of Physical Connection Permits and Cross Connection Control plans.
Plumbing cross connections are actual or potential connections between a potable and non-potable or unapproved water supply and constitute a significant public health hazard and are controlled by the use of check valves.
The program is concerned with the protection of the public water system from contamination by an unapproved water supply and through the use of physical connection permits regulates the installation and testing of backflow prevention devices (check valves) installed on the public supply lines where they enter facilities, generally near the water meter and is called cross connection control by containment.
The protection of the water supply within a building or facility from non potable supplies within the building is regulated by the Plumbing Code and Plumbing Code Officials.
New Jersey Regulations require a physical connection permit to be obtained by the owner of a facility (not a private residence) containing an unapproved (non-potable) water supply and a public community water supply. The permit has to be renewed annually and requires each backflow prevention device covered by the permit to be tested quarterly.
Testing has to be either by:
- Owners representative and witnessed by the supplier of public water or local health official or
- By a certified tester that holds a valid backflow prevention device tester certificate (Word Format).
