The
Water Quality Support and Source Water Evaluation
Section under the Bureau
of Safe Drinking Water,
implements the New Jersey Private
Well Testing Program and the Federal
Source Water Assessment Program activities among various water quality
functions. This section consists of two units,
Private Well Unit and Source Water Evaluation
Unit.
Private Well Unit
The Private Well Unit
is responsible for the State’s Private
Well Testing Act (PWTA) program. Under the PWTA,
certain private wells must be tested prior to
a house being sold. Landlords of a specific type
of property must also test their private well
for certain drinking water parameters and provide
a written copy of the results to their tenants.
As
a result of the PWTA requirements this unit maintains
the data system that accepts data through the
PWTA web site, informs local and county health
agencies of violations, provides appropriate
information on water quality results, and coordinates
the results with other NJDEP programs.
Source
Water Evaluation Unit
The Source Water Evaluation
Unit is responsible for coordinating with other
NJDEP programs dealing with drinking water analysis
conducted by those programs. The federally mandated
Source Water Assessment Program is the responsibility
of this unit. The Source Water Assessment
Program has assessed all public water system sources
in New Jersey. The program determined how vulnerable
a source is to potential contamination in eight
contaminant categories: pathogens, nutrients,
pesticides, volatile organic compounds, radionuclides,
radon, inorganics, and disinfection-by-product
precursors. This unit is also involved in the
Department’s source water protection activities.
The
unit supports New
Jersey Drinking Water Quality Institute activities. The New Jersey Drinking
Water Quality Institute was established by the
1983 Amendments to the New Jersey Safe Drinking
Water Act and is responsible for the development
of maximum contaminant levels (MCL) or standards
for hazardous contaminants in drinking water
and for recommending these standards to the NJDEP.
In
addition, the Source Water Evaluation Unit prepares
the annual violation report to the EPA, coordinates
information for the drinking water section of
the Performance Partnership Agreement with EPA,
coordinates drinking water research activities
with the Division of Science, Research,
and Technology,
coordinates on-going efforts to promote drinking
water health with the Department of Health and
Senior Services, coordinates the consumer confidence
report rule activities, maintains an inventory
of those public water systems that fluoridate
or are naturally fluoridated, and supports volatile
organic compound, synthetic organic compound,
and other drinking water rule vulnerability assessments.
The
unit is primarily responsible for the Division
of Water Supply’s
public outreach activities to support drinking
water issues. The public outreach activities
include the coordination and maintenance of the
Division’s website, the maintenance of
the Source Water Assessment Program website,
and education of the public through programs
and activities such as Project WET, Drinking
Water Week, AWWA (American Water Works Association)
Public Information Committee, primary and secondary
schools and Rutgers University Continuing Education
Courses.
