The
Technical Support and Capacity Development Section
under the Bureau of Safe
Drinking Water Technical Assistance, is responsible
for providing water systems with support to ensure
compliance with various requirements of the State
and Federal Drinking Water programs. This section
consists of three units, Field Sampling Unit,
Capacity Development and Technical Assistance
Unit, and Operator Certification and Training
Unit.
Field Sampling Unit
The Field Sampling
Unit is responsible for the Division’s
field services, including sampling collection,
tracking, and cost verification of sampling billings.
Capacity
Development and Technical Assistance Unit
The
Capacity Development and Technical Assistance
Unit is responsible for the capacity development
reviews for operation of new public water systems
upon satisfactory demonstration that the water
system has Technical, Managerial, and Financial
(TMF) Capacity. The unit also administers the
Capacity Development
Program for existing public
water systems. The Capacity Development primarily
focuses on those existing public water systems
with a history of noncompliance with the Federal
and State Safe Drinking Water Act.
In addition,
this unit consists of the Small
Water System Technical Assistance Program, which provides
group training sessions and outreach site visits
to small public water systems that serve less
than 10,000.
Finally, this unit coordinates with
the Technical Evaluation Sections to ensure proper
system operation.
Operator Certification and
Training Unit
The Operator Certification and
Training Unit provides expertise to and participates
in the New Jersey Board of Licensed
Operators and the Operator
Training Board (Water and Wastewater Operator
Training Advisory Committee), American
Water Works Association Education Committee,
and Rutgers University.
The unit also assesses
current training activities and identifies training
needs on a periodic basis for water system operators,
enforcement regional staff and local health officials
to facilitate operator certification and continuing
education requirements.
