N.J.A.C. 11:4-56, Self-Funded Multiple Employer Welfare Arrangements and Insured Multiple Employer Arrangements, was effective on June 7, 2004. The Initial Registration of self-funded MEWAs was due in the Department by September 5, 2004.   Contact Information:

Initial Registration

The self-funded Multiple Employer Welfare Arrangement Initial Registration application consists of the following:

 
Registered Self-funded Multiple Employer Welfare Arrangements
  • Affiliated Physicians and Employers Master Trust (APEMT)

    As of June 24, 2021, Affiliated Physicians and Employers Master Trust (APEMT), doing business as “Members Health Plan NJ,” is no longer registered and is in a wind down period.  N.J.A.C.11:4-56.12 provides for a 20-day period during which a multiple employer welfare arrangement that has an annual registration application denied to request a contested case hearing.  As the Department directed APEMT, N.J.A.C.11:4-56.12(d) also provides for “180 days notice of termination to affected employers.”  A self-funded multiple employer welfare arrangement is not an insurance company, and does not participate in any of the guarantee funds created by New Jersey law.  Affected employers that are eligible small employers may seek alternative coverage through the New Jersey Small Employer Health Program carriers and may submit an application for small employer coverage at any time.
