
Any water conservation performance standards adopted prior to the effective date of this regulation that are not in compliance with the provisions of (A.) shall be amended or revised to comply with the provisions of (A.) by July 1, 1991.
The Commonwealth of Pennsylvania is encouraged to adopt water conservation performance standards for plumbing fixtures and fittings that comply with the provisions of (A.) by July 1, 1991. The Commission shall notify all municipalities within the Pennsylvania portion of the Basin of the requirement to adopt and enforce local regulations that comply with the provisions of (A.) if Pennsylvania has not adopted such standards. Upon notification by the Commission, municipalities shall have one year to adopt such local regulations.
The performance standards of subsection (A.) shall not apply to fixtures and fittings such as emergency showers, aspirator faucets, and blowout fixtures that, in order to perform a specialized function, cannot meet the standards specified in subsection (A.).
