FLOOD WARNING AND EVACUATION

This is a broad area of responsibility which consists of converting flood forecasts issued by the National Weather Service to timely flood warnings and evacuation notices prior to flooding. Components of this work include emergency communication, flood stage forecast mapping, flood warning and emergency plans. The primary responsibility for flood warning and evacuation lies with the state, county and local offices of emergency management. Emergency managers maintain an emergency communications network and work with the tools available to them for flood response. Additional flood stage forecast mapping, flood plain structure audits, and evacuation plans in addition to education of community officials are needed to improve flood warning and evacuation efficiency. The news media provides a valuable communication link in this work. While the Federal Emergency Management Agency assists in flood mitigation and post flood assistance, that agency does not conduct warning/evacuation work. The National Weather Service and the U.S. Army Corps of Engineers provide assistance to communities in developing flood warning systems and response plans. In some cases, businesses located in flood plains have independently developed flood warning and response systems.
