A RESOLUTION to establish an Information Management Advisory Committee.

WHEREAS, the Delaware River Basin Commission ("DRBC") was formed by the states of Delaware, New Jersey, New York and Pennsylvania ("the basin states") and the federal government to manage the water resources of the 13,539 square mile basin; and

WHEREAS, the DRBC's vision statement states that "The Commission will be the leader in protecting, enhancing, and developing the water resources of the Delaware River for present and future generations;" and

WHEREAS, in 1996 the governors of the states of Delaware, New Jersey and Pennsylvania adopted the Comprehensive Conservation Management Plan for the Delaware Estuary ("CCMP"); and

WHEREAS, the CCMP, published in 1996, recommends that the Delaware Estuary Program Regional Information Management Service ("RIMS") be expanded to include the upper watershed; and

WHEREAS, in 1999, the governors of the basin states, the Director of the Northeast Region of the U.S. National Park Service, and the Administrators of Regions 2 and 3 of the U.S. Environmental Protection Agency supported the "Flowing Toward the Future" process ("process"), involving a series of workshops, a Governors' Summit and a watershed-wide conference to develop visions and directions for the Delaware River and its watersheds for the 21st Century; and

WHEREAS, the DRBC and partners published a report entitled Flowing Toward the Future: 21st Century Visions and Directions for the Delaware River and Its Watersheds ("the report"), containing Visions, Directions and Action Items identified during the process; and

WHEREAS, one of the report's recommended actions is to "Expand the [Delaware Estuary Program] Regional Information Management Service [("RIMS")] into a Delaware River Basin Watershed clearinghouse;" and

WHEREAS, another of the report's recommended actions is to "Make GIS coverages available at state GIS clearinghouses and identify basin-wide GIS;" and

WHEREAS, the DRBC recognizes that an information management advisory committee would be of great value in developing the unified system of basinwide watershed information that is envisioned by the CCMP and the Flowing Toward the Future report; now therefore,

BE IT RESOLVED by the Delaware River Basin Commission:

1. An Information Management Advisory Committee ("committee") is hereby created to include one member from each of the following:

- State of Delaware
-
State of New Jersey
- State of New York
- Commonwealth of Pennsylvania
- U.S. Army Corps of Engineers
- U.S. Environmental Protection Agency
- Delaware Estuary Program Regional Information Management Service
- Academia

2. Members shall be appointed by the Executive Director based upon recommendations of the DRBC Commissioners and the Delaware Estuary Program Steering Committee.

3. The committee shall be authorized to establish subcommittees to address specific issues or perform more narrowly focused tasks.

4. The committee shall elect a chair/co-chairs and establish its own operating procedures.

5. The committee, its organization and assignment shall terminate in five years from the date of this resolution, unless it is renewed or extended prior thereto.

6. This resolution shall take effect immediately.
