The Delaware River Basin Commission (DRBC or Commission) desires to hire a qualified and experienced consultant to investigate the future capital replacement and maintenance costs over the next 30 years for two federally owned and constructed water supply storage reservoirs, Beltzville and Blue Marsh (USACE Reservoirs), in which the DRBC owns water supply storage. These reservoirs were constructed by the U. S. Army Corps of Engineers (USACE), Philadelphia District, in 1971 and 1980, respectively. They are multiple use reservoirs for flood control, water supply and recreation.

After these future capital replacement and maintenance costs are identified and developed by the consultant and coordinated with the DRBC and the USACE, a second phase of this study will be for the consultant to determine the adequacy of the current surface water charging program and the Water Supply Storage Fund to pay the Commission's portion of its financial responsibility to the Federal Government. Mandatory Pre-Bid Meeting:

10 a.m. on Friday, June 8, 2012 @ DRBC's office building - Contractors wishing to attend the pre-bid meeting are requested to notify DRBC by email to valerie.zigon-richardson@drbc.state.nj.us.

Contractors may submit questions regarding this RFP&Q via email to amy.shallcross@drbc.state.nj.us prior to June 4, 2012, or ask them at the pre-bid meeting.

Bid Submittal Deadline and Requirements:

4 p.m. on Friday, July 13, 2012. Proposals received after this time will not be considered.

Contractor shall submit fifteen (15) paper copies of:

a) a proposal for this work including documentation of their qualifications and timeline for performance of project
b) cost estimates in a separate sealed envelope marked "Cost Proposal." 

Contractor shall also submit an electronic version (pdf) of the proposal ONLY on a CD; email will not be accepted.
