Meeting of March 10-11, 2015

The Delaware River Basin Commission met on Tuesday, March 10 and Wednesday, March 11, 2015. Below is the meeting agenda, with links the dockets approved and resolutions passed (items are added as they become available).

AGENDA

The commission's public hearing was held on Tuesday, March 10, 2015. The business meeting was held the following day on Wednesday, March 11, 2015. The hearing and business meeting were open to the public and held at Washington Crossing Historic Park Visitor Center, 1112 River Road, Washington Crossing, Pennsylvania.

The public hearing and public dialogue session on March 10, 2015 ran from 1:30 p.m. until approximately 4 p.m. Hearing items included draft dockets for the withdrawals, discharges, and other water-related projects listed below and the following resolutions:

  • Authorizing the Executive Director to award a contract to the lowest responsible bidder for taxonomic identification of benthic macroinvertebrates in samples collected from the Delaware River and its tributaries;
  • Authorizing the Executive Director to award a contract to the lowest responsible bidder for analysis of water, sediment and tissue samples from ambient waters of the Delaware River Basin for organic chemicals including PCBs and mercury;
  • Delegating limited authority to the Executive Director to enter into settlement agreements and to waive administrative late fees for good cause shown; and
  • Authorizing and directing the Executive Director to initiate rulemaking to provide for the One Process - One Permit Program and to enter into an Administrative Agreement with the New Jersey Department for Environmental Protection (NJDEP) for demonstration of the program. 

The business meeting on March 11, 2015 ran from 1 p.m. until approximately 2 p.m.

G. Project Review Docket Applications. (D. Kovach) All approved dockets are pdfs. All but numbers 8 and 38 were the subjects of public hearings completed on March 10, 2015. The public hearings on numbers 8 and 38 were postponed to allow additional time for review. Public hearings on numbers 35 and 42 were completed on March 10, 2015, but at the request of staff, the commissioners deferred any action on these dockets to allow additional time for review of comments received. Dockets numbered 1-7, 9-34, 36-37, and 39-41 were approved by unanimous vote by the commissioners present. Note that at each of its public meetings, the commission may consider action on any item for which a hearing has been completed or may defer one or more such items for consideration at a public meeting of the commission on a future date.
