WORLD LANGUAGES

The purpose of the Foreign Language Assistance Program (FLAP) is to improve the quality and extent of foreign language instruction, particularly in the nation's elementary schools. The FLAP program Act of 2001 authorizes both a discretionary grant program and a formula grant program. The discretionary program uses a competitive review process, while the formula program uses a formula process to determine amount of funding (as in the 2002 Foreign Language Incentive Program grant awards).
