SUMMARY
Limited Certificate for Foreign Teachers

Pursuant to N.J.S.A. 18A:26-1 and 8.1, is a type of emergency certificate for foreign teachers. It is:
-Valid for three years;
-Non-renewable;
-Issued to citizens of other countries enrolled in approved teacher placement agencies; and
-Available in subject areas determined as critical shortage areas by the State Board.

District must first make good faith effort to employ state certified teachers and maintain documentation of this effort.

Limited certificate issued upon completion of the following:
-U.S. equivalent of a bachelors degree;
-Academic major in subject to be taught, except world languages;
-Fulfillment of the state test requirement;
-U.S. equivalent college teacher preparation program;
-Verification of authorization to teach in home country;
-Minimum two years teaching experience in subject area, except in world languages; and
-Ability to speak read and write the English language as demonstrated on a nationally recognized test of English proficiency determined by the department.

Teachers employed prior to June 1, 2002 may continue to be employed until June 30, 2004 without holding a limited certificate.

The teacher candidate is exempt from submitting a declaration of intent to become a U.S. citizen, but must sign a non-citizen oath of allegiance.
