Even Start Family Literacy Program
Goals, Objectives, and Performance Indicators  

Goal 1To provide a high-quality, effective family literacy program.

Objective 1:  The agency will establish and maintain partnerships and collaborative relationships within the community to enhance families’ access to a broad array of services.

Indicator EP-1:  Each program year, Even Start staff will meet at least quarterly with partners and collaborators and maintain project activity plans, sign-in sheets, or other documentation, to ensure agencies are fulfilling their responsibilities and meeting the changing needs of participating families.  These documents will be kept on site for site visits.

Objective 2:  The agency will ensure effective design and program implementation in accordance with state and federal standards.

Indicator EP-2:  Each program year, Even Start programs will ensure that all families participate in all four core components.  Newly enrolled families will participate in all four components within 60 days of intake as evidenced by attendance records and PARS21 for Early Childhood Education, Adult Education, Parenting Education, and Parent and Child Interactive Literacy Activities.

Indicator EP-3:  Each program year, 70% or more of families will participate in Even Start for six or more months from the date of enrollment as evidenced by attendance records.

Indicator EP-4:  Each program year, each Even Start staff person will receive 12 hours of professional development and training in family literacy and/or any of the four core components areas as evidenced by professional development certificates, sign-in sheets or other written documents.  These documents will be kept on site for site visits.

Indicator EP-5:  Each program year, Even Start programs will use curricula that have been proven to be effective through scientifically based reading research for children and adults to the extent such research is available as evidenced by curriculum materials and lesson plans.  These documents will be kept on site for site visits.

Indicator EP-6:  Each program year, Even Start programs will enroll the families most in need of services, as evidenced by documentation of multiple measure selection criteria.  These documents will be kept on site for site visits

Indicator EP-7:  Each program year, Even Start programs will provide integrated instruction in the home (home-based education) for a minimum of two hours each month to 75% of families as evidenced by evaluation reports, lesson plans, and/or home visit logs.

Indicator EP-8:  Each program year, Even Start staff who provide direct services to families, will participate in a minimum of two (2) hours of shared planning time per month to ensure integration of instruction as evidenced by staff meeting notes and agendas.

Indicator EP-9:  Each program year, Even Start programs will meet the federally recommended hours of intensity each month in all four core components:  Early Childhood Education (60 hours per month), Adult Education (60 hours per month), Parenting Education and Parent-Child Interactive Literacy Activities (20 hours per month combined) as evidenced by documentation of monthly offered hours in each component.

Adult Education

Goal 2:  To provide adult education that leads to the acquisition or improvement of literacy and English language skills, attainment of a high school diploma or its equivalent, and increased self-sufficiency.

Objective 1: Adults will receive instruction in adult education and will make consistent academic gains.

Indicator AE-1:  Each program year, 50% of Even Start adult participants who attended at least 100 hours of adult basic education will demonstrate a 27 point within level posttest gain or will increase one National Reporting System (NRS) level on the TABE Reading test.

Indicator AE-2: 

  1. Each program year, 50% of Even Start adult participants who attended at least 100 hours of English language instruction and have received a pretest scale score of 210 or below on CASAS Reading will demonstrate a 5 point gain on the posttest.
  2. Each program year, 50% of Even Start adult participants who attended at least 100 hours of English language instruction and have received a pretest scale score of 211-240 will demonstrate a 3 point gain on the posttest.
  3. Each program year, 50% of Even Start adult participants who attended at least 100 hours of English language instruction will increase one NRS level on the BEST Plus or BEST Literacy test.

Objective 2: Adults with a goal of high school completion will earn a high school diploma or its equivalent.

Indicator AE-3: 
A. Each program year, 50% of Even Start adult and teen parent participants enrolled in a high school diploma program for a minimum of 12 months will earn 10 high school course credits as documented by course transcript records.

B. Each program year, 50% of Even Start adult and teen parents who have been enrolled in a high school diploma program for three continuous years will receive a high school diploma as documented by a diploma certificate. 

Indicator AE-4: Each program year, 50% of Even Start adult and teen parent participants who score in the high adult secondary education level (scores above 236 on the CASAS reading test or 596 on the TABE reading test) and who are enrolled in a GED preparation program for two years will pass the GED test as documented by a GED certificate. 

Objective 3:  Adults will receive parent literacy training that leads to economic self-sufficiency.

Indicator AE-5:  Each program year, 50% of Even Start adult participants who 1) are not enrolled in ABE, ESL, GED or high school diploma programs, 2) have a declared goal of entering into a postsecondary education or job training program, obtaining employment or career advancement or entering the military and 3) are enrolled in an academic or vocational education program, will achieve their goals after nine months of enrollment in Even Start as documented by course records and certificates.

Early Childhood Education

Goal 3:  To provide instruction that supports children’s literacy and language development.

Objective 1:  Children will receive developmentally appropriate education services that will lead to language development and reading readiness.

Indicator ECE-1:  Each program year, 50% of Even Start children ages birth to two (2), who have participated in the program for at least six (6) months, will show progress in their emerging language development by achieving higher posttest results on the local program’s designated assessment of early childhood language skills. 

Indicator ECE-2: 
A.  Each program year, 50% of children ages 3-5 who received a minimum of six months of early childhood education will achieve a 4-point standard score posttest gain on the PPVT-III.   
B. Each program year, 50%of children ages 4-5 who will be transitioning to kindergarten in the next school year and who received a minimum of six months of early childhood education will recognize at least 15 upper case alphabet letters on the PALS Pre-K Upper-Case Alphabet Recognition Test by posttest.

Objective 2:  Children will receive developmentally appropriate education services that will enable them to read on grade level.

Indicator ECE-3:  Each program year, 50% of the children in kindergarten through third grade who participated in Even Start by receiving academic support in literacy beyond the regular school hours for a minimum of six months will read on grade level as documented by children’s report card or their teacher’s report based on the reading level charts.

Indicator ECE-4: Each program year, 50% of the children in third grade or higher who participated in Even Start by receiving academic support in literacy beyond the regular school hours for a minimum of six (6) months will read on grade level as documented by children’s report card or their teacher’s report based on the reading level charts.

Objective 3:  Children will meet or exceed the state standards for school attendance during the school year.

Indicator ECE-5: Each program year, 75% of the children in kindergarten through third grade or higher whose families participated in Even Start for a minimum of six (6) months will attend at least 90% of their possible school days from the date of enrollment in Even Start as documented by school records or children’s progress report cards.

Objective 4:  Children will meet the criteria for promotion established by the local school district.

Indicator ECE-6:  Each program year, 75% of the children in kindergarten
through third grade or higher who participated in Even Start by receiving academic support in literacy beyond the regular school hours for a minimum of six (6) months will be promoted to the next grade as documented by school records or children’s progress report cards.

Parenting Education

Goal 4:  To provide services that enable parents/guardians to support their children’s physical, emotional, and cognitive development.

Objective 1:  Parents/guardians will demonstrate an increase in supporting their children’s learning in the home environment.

Indicator PE-1: Each program year, 50% of the parents who have been enrolled in Even Start for a minimum of six months will demonstrate a 0.3 posttest gain in supporting children’s learning in the home environment as measured by the Parent Education Profile (PEP) Scale 1 (Parent’s Support for Children’s Learning in the Home Environment). 

Indicator PE-2:  Each program year, 50% of the parents who have been enrolled in Even Start for a minimum of six (6) months will demonstrate a 0.3 posttest gain in supporting children’s learning in the home environment as measured by the Parent Education Profile (PEP) Scale 2 (Parent’s Role in Interactive Literacy Activities).

Indicator PE-3:  Each program year, 50% of the parents who have been enrolled in Even Start for a minimum of six (6) months will demonstrate a 0.3 posttest gain in supporting children’s learning in the school environment as measured by the Parent Education Profile (PEP) Scale 3 (Parent’s Role in Supporting Child’s Learning in Formal Education Settings).

Indicator PE-4:  Each program year, 50% of the parents who have been enrolled in Even Start for a minimum of six (6) months will demonstrate a 0.3 posttest gain in supporting children’s learning in the home environment as measured by the Parent Education Profile (PEP) Scale 4 (Taking on the Parent Role).
