Purpose |
When Collected |
Limited English Proficient (LEP) Enrollment Summary |
Tracks number of LEP students by grade, district, and native language. Also includes students who speak a native language other than English (not necessarily LEP). This data informs the NJDOE of concentrations of linguistic minorities enrolled in schools and their grade levels. It is used for both regulatory purposes (which districts must provide bilingual/ESL programs) and policy purposes (i.e., in which there is a need for teachers, tests, etc.). |
Annually in the fall |
Immigrant Count |
To count the number of students enrolled in a district in order to make funding determinations. |
Anually in the winter, usually in February |
Bilingual Waiver |
Districts that enroll 20 or more limited English proficient (LEP) students from the same language background may request a waiver from the requirement for a full-time bilingual education program. A waiver allows districts to establish a bilingual education program alternative when the district can demonstrate that due to the age range, grade span and/or geographical location of eligible students, it would be impractical to provide a full-time bilingual program. Such waiver requests must be annually submitted to and approved by the Department of Education. |
Annually in May |
English Language Proficiency Progress/Exit |
To track the number of LEP students making progress in learning English and exiting Bilingual/ESL programs by years in program. |
September for districts using ACCESS for ELLs™ |
Indicates the type of language assistance program offered English language learners by school (bilingual full-time or part-time, ESL-only, high intensity ESL). |
Every three years. The next Bilingual/ESL Three-Year Program Plan is due in the summer of 2008. |
