Immigrant Student Count - 2009

Title III of No Child Left Behind requires states to report the number of immigrant students enrolled in school districts.  This is a mandatory data collection and is also required by state administrative code N.J.A.C. 6A:15-1.6(b)1.  Federal regulations define immigrant students as those who:

The immigrant student enrollment collection tool is now available online at http://homeroom.state.nj.us (ISGE).  On the immigrant count data collection homepage (ISGE), you will find the following to assist you in completing the immigrant student enrollment information:

Districts must provide additional information (attached) and submit to the NJDOE.  This includes a Statement of Assurances and a form listing the countries of origin of immigrant students.  Both report formats (online and back-up forms) must be submitted.  The supporting documentation/forms can be found at: http://homeroom.state.nj.us (click on ISGE – Immigrant Student Grant Eligibility).

The immigrant student count must be submitted via the Internet to the NJDOE by April 15, 2009.

Title III Immigrant Funds

This data collection is also to determine your district’s eligibility to receive Title III Immigrant Education funds.  School districts may be eligible to receive Title III immigrant funds if they have experienced a significant increase in the number of immigrant children enrolled in public and nonpublic schools within their jurisdiction.   The purpose of these immigrant funds is to pay for activities that provide enhanced instructional opportunities for immigrant children and youth.   Title III immigrant funds may be available to districts in addition to Title III funds even if the district has less than a $10,000 Title III allocation.  All funding is contingent upon the State’s receipt of federal No Child Left Behind Title III Immigrant funds.

To be eligible for an immigrant grant allocation, districts must meet the following criteria:

Your district does not have to submit a separate application for immigrant funds.  If your district is eligible for an award it will be listed on the FY2010 NCLB allocation notice.
