Amendments to the Licensure Code N.J.A.C. 6a:9, Professional Licensure and Standards
The New Jersey Department of Education (NJDOE) will no longer be issuing emergency certificates for Speech - Language Specialists (3462). Any current emergency certificates will expire on July 31, 2013. As of July 2, 2013 applicants can apply for a Certificate of Eligibility (CE). In order to ensure continuity of service, the Office of Certification and Induction will expedite all of these applications. NJDOE has created new Charter School Certificates with many but not all instructional endorsements (CE, Provisional, Standards) .These certificates authorize employment only in Charter Schools and do not satisfy the requirements for employment in traditional public schools. Administrative and Educational Services certificates are not included. The Elementary School Teacher authorization will now include grades K-6 (instead of K-5). Any holder of the former K-5 endorsement now shall be authorized to teach K-6.
Applicants for middle school certification can now hold either the Elementary School Teacher endorsement or P-12 subject matter endorsement. All other requirements for middle school certification will remain the same.
For the experience based Career and Technical Education (CTE) endorsements, applicants may pass the basic skills test prior to issuance of the Standard Certificate or renewal of Provisional Certificate, rather than prior to issuance of the initial certificate.
