Certification Reciprocity
SUMMARY
INSTRUCTIONAL CERTIFICATES
- Out-of-state teachers who have one year’s teaching experience in good standing under their states’ final or initial level certificate (equivalent to our standard or CEAS certificate) can receive our standard certificate upon providing application, oath of allegiance / criminal history form, transcript(s), GPA, fee, letter(s) of job experience, and proof of passing the Praxis test at New Jersey’s current passing score. N.J.A.C. 6A:9-8.8(c).
- Out-of state graduates of teacher preparation programs that include student teaching AND out-of state teachers with less than one year’s teaching experience in good standing under their states’ final level certificate will receive our Certificate of Eligibility with Advanced Standing and be required to enter our Provisional Teacher Program (PTP) upon hiring. This currently requires 30 weeks of mentoring, two formative evaluations, and one final evaluation in order to receive our standard certificate. N.J.A.C. 6A:9-8.2
- Out-of-state candidates who meet all other requirements except the GPA minimum must demonstrate three years successful teaching experience under a valid out-of-state certificate as evidenced by offers of contract renewal or satisfactory performance evaluations. N.J.A.C.6A:9-8.8(d).
- Reciprocity with the Alternate Route from other states. N.J.A.C. 6A:9-8.8(f). Candidates who present official evidence of the following requirements are eligible for standard certification:
- Satisfy the requirements for initial certification;
- Completion of an out-of- State non-traditional or alternate route teacher preparation program comparable to New Jersey’s Alternate Route program. Determination of the out-of-State program made by the Department
- A valid standard certificate from the State where the non-traditional or alternate route program was completed;
- Completion of one year of appropriate teaching experience under a valid out-of-State instructional certificate.
- Out-of-state candidates who meet all other requirements except the GPA minimum must demonstrate three years successful teaching experience under a valid out-of-state provisional or standard (i.e. not substitute or emergency) certificate as evidenced by offers of contract renewal or satisfactory performance evaluations. N.J.A.C.6A:9-8.8(c) and (d).
- A candidate who holds the Meritorious New Teacher Candidate (MNTC) designationand the corresponding out-of-State license or certificate shall be eligible for the standard certificate in the MNTC designated field without additional requirements. N.J.A.C.6A:9-8.8(f).
- A candidate who holds National Board for Professional Teacher Standards (NBPTS) certification and the corresponding out-of-State license or out-of-State certificate shall be eligible for the standard certificate in the NBPTS certificate field without additional requirements. N.J.A.C.6A:9-8.8(e).
ADMINISTRATIVE CERTIFICATES
Chief School Administrator
- Candidates with out-of-state chief school administrator certificates who do not hold the specific New-Jersey required master’s or higher degree are eligible if they (N.J.A.C.6A:9-12.4(i))
- Hold a master’s degree in any area;
- Hold a valid standard-level out-of-state certificate;
- Document five year’s of successful, full-time experience under the certificate as a public school superintendent or assistant superintendent with functions delineated under New Jersey duties; and
- An offer of a position requiring this certificate.
- Candidates with valid out-of-state chief school administrator certificates who do not hold the specific New Jersey-required master’s or higher degree and who have five years successful, full-time experience do not have to take the Praxis test. (N.J.A.C.6A:9-12.4(i))
- Anyone with a master’s degree from an NCATE or TEAC-approved program in educational leadership from an out-of-State college or university (N.J.A.C. 6A:9-12.4(a)1.v) is eligible for the School Administrator’s Certificate of Eligibility if he or she completes all other requirements for certification under N.J.A.C. 6A:9-12.4.
School Principal
- Candidates with out-of-state principal certificates who do not hold the specific New-Jersey required master’s or higher degree are eligible if they: (N.J.A.C.6A:9-12.5(i))
- Hold a master’s degree in any area;
- Hold a valid standard-level out-of-state certificate;
- Document five years of successful, full-time experience under the certificate as a public school principal or assistant principal with functions delineated under New Jersey duties; and (the language that is referred here is the Principal Endorsement authorization which details the functions of a Principal. An out of state candidate holding the appropriate certificate automatically has completed the functions. We do not require them to take additional coursework. The New Jersey specific functions are taken care of during the residency program.}
- An offer of a position requiring this certificate.
- Anyone with a master’s degree from an NCATE or TEAC-approved program in educational leadership from an out-of-State college or university is eligible for the Principal’s Certificate of Eligibility if he or she completes all other requirements for certification under N.J.A.C. 6A:9-12.5.
EDUCATIONAL SERVICES CERTIFICATES
- Applicants who complete an appropriate NCATE-approved educational services program at an out-of-State college or university are eligible for certification (N.J.A.C.6A:9-13.1(a)2) if they complete all other requirements for certification under N.J.A.C.6A:9-13.1.
- Applicants with three years of full-time experience within the seven years prior to applicationunder a valid out-of-state standard certificate (N.J.A.C. 6A:9-13.1(a)2) if they complete all other requirements for certification under N.J.A.C.6A:9-13.1.
- A provisional educational services certificate shall be issued to a candidate who does not meet the requirements for an educational services certificate, but who has at least one year, but less than three years, of full-time successful experience in another state under that state’s standard certificate authorizing such service. N.J.A.C. 6A:9-13.1 (b) The experience shall occur within the seven years immediately prior to the application for the New Jersey educational services certificate.
- The provisional certificate may be renewed one time.
- The candidate shall be issued a standard educational services certificate upon providing documentation of completion of all requirements for the standard certificate.
- We do issue emergency certificates for many such certificates: school psychologist, school counselor, non-instructional school nurse, associate and full school library media specialists, school social workers, learning disabilities teacher consultant, reading specialist, speech language specialist, educational interpreters for sign language / cued speech transliteration, oral interpreting, cooperative education coordinator for hazardous occupations, and cooperative education coordinator.
