This sample begins with a stated position, (I disagree with your decision of having some kind of breakfast program). The response is organized with an opening, a closing, and transitions between paragraphs. Although reasons opposing a breakfast program are presented, there is minimal development and elaboration of ideas. In addition, the erros in grammar and mechanics keep this paper at a partial command of language.
