Local Finance Notice 2008-10 provides important information regarding the new Defined Contribution Retirement Program that affects various local unit employees. It contains the guidance adopted by the Local Finance Board concerning positions that are covered under the DCRP system; employees that are substantially similar to gubernatorial and State Senate advice and consent, and individual exceptions to it.

Sustainable Design Planning Assistance Program Request for Proposals - 04/18/2008

The Sustainable Design Committee of the NJ Chapter of the American Planning Association is pleased to announce the creation of a Planning Assistance Program to help municipalities develop a design plan for a specific project site within the community. The primary goal of this program is to advance development projects that embody sustainability principles and practices, in both design and operation.

CY 2008/SFY 2009 State Aid Certifications - 03/04/2008
Local Finance Notice 2008-5 provides local officials important information about Municipal State Aid as proposed by Governor Corzine for the State's FY 2009 budget. State Aid Certifications for each municipality are posted at www.nj.gov/dca/lgs/muniaid/aidmenu.shtml and are downloadable as individual PDF files. A worksheet of the full proposed CY 2008/SFY 2009 aid allocations are also posted at that site. SFY municipalities are reminded that this posting is advisory for them - a final posting will be made once the State's budget is finalized at the end of June.

CY 2008 Municipal and County Budget Guidance - 02/15/2008
Local Finance Notice 2008-3 describes a number of important issues relating to the budget and must be read by all finance officials. The Levy Cap Calculation Excel workbook and a PDF of general information on Implementing the Property Tax Levy Cap Law must be consulted by local officials preparing their CY 2008 budgets. County finance officials previously received their Levy Cap Calculation workbook, but should also review the Finance Notice and the Implementation document as they reflect up to the minute information.

Smart Future Planning Grant Request for Proposals - 01/18/2008
Smart Future Planning Grant Request for Proposals (RFP): The Department of Community Affairs (DCA) Office of Smart Growth is now accepting applications for the 2008 round of Smart Future Planning Grants. Please visit https://njdcasage.state.nj.us/ to view the available grant opportunities.
OSG will be holding one more meeting which will occur Wednesday, February 6, 2008 from 1:30 to 5:00 at DCA in room 129, first floor. This will be the last meeting we will have on all six grant categories. A member of the municipal staff is required to attend. Consultants can attend in addition to the municipal staff. Consultants can not represent the municipality on their behalf.

Bid Acceptance Date Limits - 01/07/2008
Local Finance Notice 2008-1 provides information about limits on dates public bids can be accepted. This will assist local units remain in compliance with State laws limiting the receipt of bids on Mondays and days after State or federal holidays.
