The Department of Health' grantees must follow Federal cost principles in administering their grants. The Federal cost principles are published as OMB Circulars and can be found at this web site:

There are three sets of cost principles depending on the type of organization receiving grant funds.
OMB Circular A-21 is for use by educational institutions
OMB Circular A-87 is for use by state and local governments
OMB Circular A-122 is for use by non-profit organizations
