Hospital Finance

Consumers should be aware that a hospital’s “charges”, i.e., the amount it bills each patient or the patient’s insurer for hospital services, rarely reflect the amounts the hospital accepts in payment.

In the case of patients covered by Medicare or Medicaid fee-for-service, the Federal Medicare and State Medicaid programs set the rates they will pay. In the case of patients covered by private insurance or self-insured employer health benefits plans, hospitals frequently have a contract with the insurer or employer plan administrator for discounts of the charge rates.

The difference between charges and the payments hospitals accept can be very large. Hospitals report to the Department both their total charges and the revenues they actually collect. The following table shows the ratio of the revenue collected to the total charges.
