Any training agencies who wish to conduct New Jersey lead abatement training for workers and supervisors for housing and public buildings, workers and supervisors for commercial buildings and superstructures, inspector/risk assessors, and planner/project designers must be certified by the New Jersey Department of Health and Senior Services (DHSS).
All of the above-named disciplines must be trained by a DHSS approved training provider. Applicants for the two supervisor disciplines and the inspector/risk assessor discipline must pass a third party state examination prior to submitting their application for a permit to the DHSS.
To conduct lead abatement in NJ, firms must be licensed by the NJ Department of Community Affairs.

Becoming a NJ Certified Lead Training Provider
For information on becoming certified, refer to our Lead Training Provider, Initial Application Package.
Instructor/Training Manager approval (must be a currently certified NJ Training Provider or be applying for certification)
NJ certified Lead Training Providers who wish to add an instructor to teach a NJ course, must first have that instructor approved by the DHSS. To do this, an "Application for Approval as a New Jersey Lead Course Instructor/Training Manager" must be completed and submitted by the training agency.
Renew an existing NJ Lead Training Provider Certification
NJ Lead Training Provider certifications are valid for one year. Training Providers must submit a "Lead Training Provider, Renewal Application" at least 30 days prior to the expiration.

Reciprocity in NJ
All individuals seeking reciprocity for any of the disciplines listed below, must submit an "Application for Reciprocal Lead Accreditation" to the DHSS. Available disciplines are as follows:
- Worker-Housing and Public Buildings
- Supervisor-Housing and Public Buildings
- Worker-Commercial Buildings and Superstructures
- Supervisor-Commercial Buildings and Superstructures
- Inspector/Risk Assessor
- Planner/Project Designer
The DHSS will review the applicant's training and permit status from another USEPA authorized state. Reciprocal applicants for Inspector/Risk Assessor and Supervisor-Housing and Public Buildings are not required to take the state examination. However, all reciprocal applicants for Supervisor-Commercial Buildings and Superstructures (SCBS) must take and pass the state examination prior to their application being approved.

Qualifications to Become Permitted in NJ
In order to perform lead-based paint work in NJ, individuals must be permitted by the DHSS and be employed by a licensed lead abatement contractor. Taking the State Lead Examination
NJ Trained Individuals
Individuals who take one of the NJ lead supervisor courses or the inspector/risk assessor course, and wish to acquire a NJ permit must first pass the state third-party examination.
Reciprocal Applicants
Individuals who apply via reciprocity for a Supervisor-Commercial Buildings and Superstructures permit are required to take and pass the state examination. All other reciprocal applicants are not required to take the state examination.
