In 1966, the State Legislature enacted legislation (N.J.S.A 26:2F-1 et seq.) that provides for State funding to support priority health services conducted by local health departments. Eligibility is restricted to local health agencies serving a minimum population of 25,000 and employing a full-time health officer. Funding amounts for PHPF for each of the state's 566 municipalities are calculated using the required formula as set forth in the law, including population and taxation data for the most current year.
For CY 2009, eligible local health departments will receive $2.4 million in PHPF funds to support priority health services as designated by the Commissioner of Health and Senior Services (see Guidelines).
County health departments are not eligible to receive PHPF funds. As per P.L. 2003 c.113, counties are to use funds collected through the supplemental realty transfer fee to provide priority public health services as defined by the Public Health Priority Funding Act of 1977, with the funding level to be at least equal to the amount of PHPF funds received by the county in State fiscal year 2003.
