Department of Health and Senior Services Proposes to Readopt N.J.A.C. 8:31B Hospital Financial Reporting


 

The Office of Certificate of Need and Healthcare Facility Licensure in the Health Facilities Evaluation and Licensing Division of the Senior Services and Health Systems Branch of the Department of Health and Senior Services (Department) proposes to readopt without amendment N.J.A.C. 8:31B, which governs hospital financial reporting.

        

         N.J.A.C. 8:31B sets forth requirements for hospitals to prepare uniform bill summaries (UB-04) for patients and to report these summaries to the Department. N.J.A.C. 8:31B also sets standards and requirements for the reporting of hospital financial data to the Department and for the preparation and filing of hospital cost reports with the Department.  The reporting requirements of N.J.A.C. 8:31B enable the Department to satisfy the requirements of the Health Care Facilities Planning Act, N.J.S.A. 26:2H-1et seq., and support the public policy of the State that high quality hospital and related health care services be available to New Jersey residents.

 

         N.J.A.C. 8:31B also contains provisions for implementation of the annual 0.53 percent assessment on total hospital operating revenue, and provisions for notification of hospitals by the Department of any offsets to Medicaid payments because of debts owed by a hospital to the State.

         The public has until March 4, 2011, to comment on the proposal.  Persons wishing to comment on the proposal must submit their comments in writing to Ruth Charbonneau, Director, Office of Legal and Regulatory Affairs, New Jersey Department of Health and Senior Services, PO Box 360, Trenton, NJ 08625.  Written comments on the proposal must be postmarked on or before March 4, 2011, which is the close of the 60-day public comment period for the proposals.
