New Jersey Department of Health Proposes to Readopt with Amendments, Repeals, and New Rules Administrative Code Chapter Governing Youth Camp Safety Standards at N.J.A.C. 8:25

The New Jersey Department of Health’s Youth Camp Safety Program is proposing to readopt with amendments, repeals and new rules N.J.A.C. 8:25 Youth Camp Safety Standards. N.J.A.C. 8:25 establishes public health standards to protect the health and safety of children that attend youth camps.

The most significant proposed changes to the rule would be to delete the word “private” from N.J.A.C. 8:25-1.2(a) to reflect that N.J.A.C. 8:25 applies to all youth camps, whether private or municipal, because the Department has determined that N.J.S.A. 26:12-1 et seq. was intended by the Legislature to include all youth camps, including those run by municipalities.

Another significant proposed change would be to require youth camp owners and operators to conduct fingerprint-based criminal history record checks through the New Jersey State Police. This proposed change would allow for a more positive identity and, therefore, more accurate criminal history record check than under the existing rule, thereby improving public safety. In addition, the Department also proposes to update the names of government offices, addresses, outdated Internet links, and reference materials.
