TRENTON
- The Department of Health and Senior Services announced today that
Ron Ulinsky, Program Manager for its Public Health Sanitation and
Safety program in the Consumer and Environmental Health Services
Division, has received the 2001 Frank J. Osborne Memorial Award
for meritorious achievement in public health from the New Jersey
Health Officer's Association. The Award was presented on November
14, 2001 at the 7th Annual Awards Meeting of the NJHOA in Atlantic
City.
Mr.
Ulinsky first joined the then NJ Department of Health in 1969 as
Sanitarian and has held many public health positions in and out
of the department since.

efforts and achievement in the area of public health. He is well
regarded among the many dedicated public health care professionals
here in the New Jersey Department of Health and Senior Services,"
said acting Commissioner of Health and Senior Services George T.
DiFerdinando, Jr., MD.
A
graduate of Fairlawn High School in Bergen County, Mr. Ulinsky's
public health career began in 1967 after receiving a Bachelor's
Degree in Environmental Health and Biology from East Tennessee State
University. That same year he was employed as a Sanitarian with
the Health Department of the City of East Orange.
In
1969, he came to the Department and was assigned to what was then
identified as the Northern District Office, which covered the northwest
and central counties of New Jersey.
Mr.
Ulinsky was on leave from the Department in 1970 and 1971 to earn
a Master's Degree in Environmental Health from East Tennessee State
University. During that time he also received a Public Health Service
Internship from the United States Public Health Service.
In
the early 70's, Mr. Ulinsky was the Assistant Health Officer for
the Town of Bloomfield, where he expanded the public health services
of the Bloomfield Department of Health to include three other Essex
County municipalities through a Municipal Health Services Agreement.
He
rejoined the NJ Department of Health in 1975 and has since held
various positions including Special Assistant to the State Commissioner
of Health and Director of Local Health and Regional Operations.
From 1982 to 1987, Mr. Ulinsky was an Adjunct Professor at Yale
University School of Public Health.
In
1986, Mr. Ulinsky was assigned the responsibility for evaluating
and monitoring the performance of local health departments for compliance
with public health program standards. Through his efforts and those
of staff, the Department was able to provide the technical assistance
necessary for local health departments to achieve compliance with
the vast majority of public health program standards.
In
1992, Mr. Ulinsky was asked to assume responsibility for managing
the Public Health Sanitation and Safety Program in addition to continuing
his role as Chairman of the Public Health Licensing and Examination
Board. In this capacity, Mr. Ulinsky currently addresses public
health and environmental health issues that cut across the spectrum
of Department services.
The
New Jersey Health Officers Association is a private non-profit association
of public health and allied health professionals. Their offices
are in Sparta, New Jersey.
The
award is named after Frank J. Osborne, who had a distinguished career
in public health in New Jersey from the 1920's until his retirement
in 1961. The first annual award was presented in 1963. Prior recipients
of this prestigious award include: former NJ Department of Health
Assistant Commissioner for AIDS Prevention and Control, Dr. Ronald
Altman (1981); former Governor Thomas H. Kean (1984); former Assistant
Commissioner/State Epidemiologist, Dr. William Parkin (1995); former
Senator Jack Sinagra (1996), who served as Chairman of the NJ Senate
Health Committee; and Ronald Ashley, Sr. (1998), DHSS northern region
field supervisor for the immunization program.
