Q: I noticed that the PEOSH Indoor Firing Range Standard uses "should" and "shall" what is the difference?
A: "Shall" is a requirement; something that must be done to be in compliance with the regulation. "Should" is a recommendation; something that is a good idea, but, if not followed will not result in a violation of the standard.
Q: 12:100-8.8(d) states, “In cases where the noise decibel level is at or above 100 decibels, both plugs and muffs shall be worn simultaneously.” Does the 100 decibels refer to time-weighted average or a peak noise?
A:The 100 decibels means, 100 decibels A weighted scale (dBA) peak noise. It is the experience of the PEOSH Program that all weapons fired in an indoor firing range produce peak noise levels greater than 100dBA.
