Purpose for which grant program funds will be used: 
The Innovation Partnership Institutes represents the State's effort to encourage substantive partnerships between the State's business community and educational system. Such collaborations will result in establishing Innovation Partnership Institutes in Fiscal Year 2008 for four industry sectors identified by the Governor's Office of Economic Growth as offering current employment opportunities in jobs that provide high wages, good benefits, and a viable career ladder within the industry: 1. Clean Energy Technology, 2. Energy Efficient and Renewable Energy, 3. Advanced Manufacturing, and 4. Transportation and Logistics. This notice of grant opportunity (NGO) addresses all four sectors.

Amount of money available: 
Contingent on responsive proposals, $ 600,000 is available for four consortia with funding from the State's Department of Labor and Workforce Development.

Grants will be awarded through a competitive NGO. Proposals will be reviewed by representatives of each of the collaborating agencies, the Commission on Higher Education and the Departments of Education and Labor and Workforce Development. The Commission on Higher Education will grant awards based on proposal review results. Proposals must score a minimum of 80 out of 100 to be eligible for funding. The highest-scoring proposals with positive reviewer endorsements will be recommended for funding.

It is the intention of the Commission to fund the project for a 12-month period from the date the contract is signed, provided that the funded program submits (1) satisfactory monthly performance reports, demonstrating success in program management and provision of services and (2) satisfactory monthly financial expenditure reports.

Qualifications of applicants in order to be considered for grant program:
The Institute will be composed of a partnership among several companies or a trade association representing the industry sector and at least two educational institutions. Education institutions may include two-year and four-year colleges and universities, county vocational and technical schools, or comprehensive high schools with Department of Education-approved career and technical education programs. The lead agency (grant recipient) for the Institute must be the participating higher education institution. Each consortium application must include a letter of support from the Local Workforce Investment Board, which will reflect the Board's level of participation in the development of the application.

Notification date of funding for applicants: May 16, 2008.
