The New Jersey Commission on Higher Education convened at Georgian Court College in Lakewood, N.J., on May 16, 2003. Commission Chairman Larry Downes presided.
Highlights from the meeting included:
- Sister Rosemary Jeffries, President, Georgian Court College: Sister Rosemary Jeffries welcomed the Commission to Georgian Court College and described the mission of the college.
- Chairman's Overview: Chairman Downes gave an overview of the agenda. He thanked Georgian Court College and Sister Rosemary for hosting this meeting of the Commission on Higher Education.
- Deputy Executive Director's Report: Dr. Oswald reported that New Jersey's colleges and universities are awarding approximately 38,000 degrees this spring. She highlighted the stories of several graduates and recognized and acknowledged all of the students and the institutions on their accomplishments.
- EOF Student Academic Achievement Awards: Dr. Glenn Lang, executive director of the Educational Opportunity Fund (EOF), introduced two seniors who entered college through EOF and received Student Academic Achievement Awards as outstanding graduates. Hope Taylor, Monmouth University, and Wendy Testa, Georgian Court College, spoke about EOF's contributions to their successful college experiences.
- Presidents' Council Report: Sister Rosemary Jeffries, President, Georgian Court College, updated Commissioners on the Council's May 12 meeting.
- Institutional Accountability Reports: The Commission approved the form and content of the fall 2003 institutional accountability reports.
- Higher Education Technology Infrastructure Fund: The Commission approved a grant to Georgian Court College from the infrastructure fund's interinstitutional connectivity set-aside.
- Higher Education Equipment Leasing Fund: The Commission approved revised equipment purchases to be made by Brookdale Community College and Gloucester County College.
- Drexel University: The Commission licensed Drexel University (PA) to offer credit-bearing courses in construction management to members of Local Union 322 in Winslow, NJ, for three years from 2003-04 through 2005-06.
- La Salle University: The Commission licensed La Salle University (PA) to offer graduate religion courses in the Diocese of Trenton for five years from 2003-04 through 2007-08.
- Thomas Jefferson University: The Commission licensed Thomas Jefferson University to offer undergraduate courses in nursing at AtlantiCare Health System's Atlantic City Medical Center to registered nurses employed by AtlantiCare; licensure is for three years from 2003-04 through 2005-06.
- Education of Language Minority Students (ELMS) Grant Program: The Commission approved nine FY 2004 ELMS grant awards, pending appropriations.
- 2003-04 Commission Meeting Schedule: The Commission adopted its meeting schedule for 2003-04 and requested that staff arrange to hold two or three of the meetings on college campuses.
- Long-Range Plan Implementation: Chairman Downes noted that the planning process will be aligned with the work of the Review, Planning and Implementation Committee on research universities and the Commission on Jobs, Growth and Economic Development. Dr. Oswald reviewed the long-range planning schedule for the next several months, leading the Governor's Second Summit in October or November.
Robert Altenkirch and Commissioner William Freeman, co-chairs of the Responsiveness Team, discussed the team's focus on establishing and sustaining truly systemic institutional/industry/government partnerships and the team's key recommendations to increase collaboration from preschool to graduate school.
- Old Business: Chairman Downes mentioned that an internal plan is being developed to deal with the budget's impact on the Commission. Communications have occurred with both the Governor's office and the Legislature regarding this matter.
