Woodbridge Developmental Center Receives Federal Certification

Department of Human Services (DHS) Commissioner Gwendolyn L. Harris announced today that Woodbridge Developmental Center (WDC) has received federal certification from the Centers for Medicare and Medicaid Services (CMS) preserving approximately $27 million in federal funds. CMS notified the DHS’ Division of Developmental Disabilities, which oversees the center, that the center is now in substantial compliance with the conditions for participation in the Intermediate Care Facilities for Persons with Mental Retardation (ICF-MR) in the Federal Medicaid program.

The center was decertified by CMS effective March 13, 2002, over concerns regarding staffing levels and treatment programs. A follow up survey was conducted in April 2003 by a CMS consultant survey team and the center was found in substantial compliance with the Federal requirements.

To meet the CMS recommendations, Governor James E. McGreevey added 101 new direct care positions to the center and provided funding for training programs designed to guide staff members in providing specialized care to the individual needs of the residents with developmental disabilities. Additionally, 25 newly hired employees are currently in training to fill future vacancies in direct care positions, due to retirement or other attrition at WDC. With concern for all seven of the state’s developmental centers, the Governor, last year, increased staffing levels with 514 new direct care positions ($13.5 million) and 222 new professional positions ($10 million); such as doctors, nurses and psychologists.

CMS imposed on WDC, in February of 2002, a condition of Immediate Jeopardy when surveyors found malfunctions in some of the centers suctioning equipment.

The aging equipment was immediately replaced and training was given to employees on how to operate the new machines. There were 24 new machines purchased at cost of $19,000. The condition of Immediate Jeopardy was lifted by CMS in March 2002.

WDC has a total of 1,375 employees and a total budget (State and Federal funds) of $57.5 million. Founded in 1964, the center is located on 65 acres in the Avenel section of Woodbridge. The facility also operates three off-ground group homes. It serves adult residents with mental retardation and other developmental disabilities. The center provides special training to meet the diversified needs of 530 people who reside there, including training, rehabilitation, education and health programs.
