
This is a Notice of Proposed Rulemaking as filed on 1/31/02 with the New Jersey Office of Administrative Law for the readoption with amendments of N.J.A.C. 10:2-1 and 10:2-2, and the adoption of N.J.A.C. 10:2-3. Chapter 2: Subchapter 1- County Human Services Advisory Councils; Subchapter 2 - State Human Services Council; Subchapter 3 - Commissioner’s Executive Advisory Committee.
These rules will be published in the New Jersey Register on March 4, 2002.
Summary
The New Jersey Department of Human Services is proposing to readopt N.J.A.C. 10:2 with amendments and new rules. The current rules are scheduled to expire on September 15, 2002. The Department undertook a thorough review of the existing provisions of N.J.A.C.10: 2 in order to add new provisions, delete unnecessary or unreasonable provisions, and to clarify existing provisions. Input from members of the State Human Services Council (SHSC), the County Human Services Advisory Councils (CHSACs), and the new Commissioner’s Executive Advisory Committee (CEAC) was sought. The Department believes that the new rules and the rules proposed for readoption, as amended, are necessary, reasonable, understandable, and responsive to the purposes for which they were promulgated.
As in the current rules, the revised rules provide the minimum membership as well as procedural,
functional, and implementation requirements of the CHSACs. This chapter also outlines the
purpose, membership, and administration of the SHSC, previously named SHSAC. A newly
created CEAC, with its corresponding new rules, has been added. Through these three bodies,
the New Jersey Department of Human Services (NJDHS) has sought to increase grassroots
community input in statewide human services planning.
