To maintain, manage, develop and license substance abuse treatment agencies that provide substance abuse treatment services to the citizens of the State of New Jersey . Our goal is to ensure that service delivery is uniform and of the highest quality through the provision of technical assistance to all treatment agencies to meet the standards set forth in State licensure regulations. This technical assistance is in the form of mandatory inspections, surveys, contract negotiations and partnering with the treatment community.
Licensing and Inspections:
This office is responsible for inspecting outpatient and residential substance abuse treatment facilities to ensure compliance with all applicable state and federal regulations. The office conducts licensure inspections and re-inspections to determine eligibility for initial licensure and license renewals of residential substance abuse treatment facilities in accordance with NJAC 8:42 A. It oversees the ongoing licensure of the approximately 250 residential and outpatient substance abuse treatment facilities currently licensed.
This office is also responsible for conducting initial and biennial programmatic licensure surveys for substance abuse treatment throughout programs in New Jersey . Programmatic licensure surveys are conducted upon receipt of new applications for licensure and biennially for those already licensed. The primary focus of the survey is ensuring compliance with the New Jersey Manual of Standards for Licensing. During the survey, programmatic compliance, agency policy and procedure manuals, staffing ratios, client file review, staff credentials, and personnel files are examined in depth. Findings are discussed with the agencies administration and plans of corrections are put in place.
Construction:
This office is responsible for the oversight and development of capital improvements to the State's substance abuse treatment facilities, which includes oversight of contracts associated with purchase and construction.
