This office funds, monitors and supports, through contracting and regulation, substance abuse treatment programs statewide.

The office includes units dedicated to supporting and developing treatment for Priority Populations, Criminal Justice Programs and County Based Initiatives. In addition, the office administers the Federal Access to Recovery grant program, awarded to New Jersey for three years as part of the President's Faith Based Initiative.

Access to Recovery/New Jersey Access Initiative:

New Jersey secured funding for three years under the Federal Access to Recovery grant program as part of the President's Faith Based Initiative. The New Jersey Access Initiative (NJAI) funds Assessments, Residential Detoxification, Methadone, Outpatient, Intensive Outpatient and Suboxone Treatment.

The NJAI funds recovery support services, including its primary focus - Recovery Mentorship - along with case supervision, transportation, job readiness, spiritual counseling, medical and dental services. Through this program a Recovery Mentor Associate (RMA) is available to provide mentoring. The RMA also supports and facilitates referrals to support services for all clients enrolled.

New Jersey has exceeded its goal of serving 4,710 clients over a three-year period. The target population is opioid-, crack-, cocaine- and alcohol-dependent abusers of all ages statewide. The NJAI has been granted an extension from the Federal government to continue through August 2008 or when funding is depleted, whichever comes first.

The goal of the NJAI is to “enhance” traditional treatment. With this enhancement, the NJAI should improve treatment outcomes for those who might not be successful without it, thus helping such a client lead a fulfilled life in the community.

Office of Priority Populations:

This office oversees and provides technical assistance to service providers who offer specialized addiction treatment for persons with specialized needs.

It addresses the needs of people who are D/deaf, hard of hearing or disabled, pregnant women, women with dependent children, women and children and adolescents. Also included are specialized treatment services that specifically address individuals infected or affected with HIV/AIDS, and those involved in the criminal justice system.

This office oversees the development and management of substance abuse treatment services for criminal offenders at various points within the adult and juvenile criminal justice systems: Department of Corrections and the State Parole Board (Mutual Agreement Program - MAP); Administrative Office of the Courts (Drug Court); Juvenile Justice Commission; and other Offender Reentry initiatives.

Under the auspices of Public Law (P.L.) 1989, Chapter 51, New Jersey counties are authorized to plan and develop addiction treatment and education services for county residents.

The County Based Initiatives Unit is responsible for administering, coordinating and monitoring county activities related to county planning and program development for addiction treatment services. The Unit provides liaison and technical assistance services to county offices on alcoholism and drug abuse and to professional and community advisory committees. Unit staff members also attend and interact within the Department of Human Services (DHS) Regional Interdivisional communication forums.
