John R. Guhl, Director
Division of Medical Assistance and Health Services
John R. Guhl was appointed Director of the Division of Medical Assistance and Health Services (DMAHS) in March 2007. He began his career with the Division in August 1985 as a data processing specialist. He was later promoted to the Division’s Budget Office, and in June 1989 he was named Budget Director. In December 1993, John was promoted to Assistant Director of DMAHS.
In April 2006, John became Acting Deputy Director of the Division under the leadership of Division Director Ann Clemency Kohler.
As someone with extensive experience and expertise in the budgetary and fiscal operations of both the Division and New Jersey’s Medicaid program, John has played an instrumental role in the state’s annual budget process. Currently, he is a member of the NJ Health Care Access Study Commission.
Prior to joining the Division, John taught high school math for 7 years. He has a Bachelor of Science degree in Mathematics and a Masters of Science degree in Management, both from Trenton State College.
John lives in Hamilton, New Jersey with his wife Karen of 27 years and his 3 children.
