This is a revision
to Circular Letter 94-10-OMB, page 2, which documents that
HRDI approval is no longer needed for travel relating to
conferences/conventions.
2. STAFF TRAINING
AND SEMINARS
Staff training and
seminars are defined as programs designed to enhance
employee knowledge, proficiency, and performance to meet organizational
requirements through formal sessions of study, research, and discussion
under
the direction of a specialist. HRDI provides agencies with a large catalog
offering of staff training courses delivered by Institute faculty and
supplemented by outside training service professionals and organizations.
Neither agency employees nor outside consultants may develop or deliver
training and education programs that the Institute is capable of developing
or
delivering without the prior written approval of the Institute Director.
If
the Institute is not capable of developing or delivering a program of
instruction that an agency needs, the Institute Director may authorize
the
agency to assign employees temporarily to develop or deliver the program,
or
to hire a consultant for the same purpose. The Institute staff shall
supervise and direct the delivery of any such program. Where appropriate,
HRDI can authorize payments to outside individuals and organizations by
approving HR-1 requests for registration submitted in advance by agencies
requiring training services or planning seminar attendance. Expenditures
for
staff training and seminars shall be charged to account object 3810. Payment
documents must reference the approved HR-1 number and include a copy of
the
HR-1. Travel, lodging, and subsistence costs in connection with these
programs are also charged to account object 3810.
3. EXEMPTIONS
HRDI will not exercise
approval authority with regard to the above referenced
activities for employees of the Judiciary or the Legislature. However,
HRDI
will provide services to these branches of government as requested and
maintain employee staff development histories for any provided services.
4. TRAVEL REGULATIONS
Agencies are reminded
that they must follow all State travel regulations with
regard to travel associated with the above referenced activities.
