PURPOSE

To establish the overall policy for State employees' access to and use
of the Internet.

To provide a framework that maximizes the use of various Internet
services to:

  • provide information to the public;
  • allow state agencies and their employees to fully utilize Internet
    resources to help further the missions of their respective agencies;
    and,
  • establish management controls to ensure the quality and security of
    information posted on the Internet.

SCOPE

This policy shall be in effect for and satisfied by all agencies of
New Jersey government.

This policy is specifically directed to all employees who are
authorized by a State agency to access and use the Internet.

This policy encompasses all decisions and activities affecting or
affected by access or use of the Internet by a State agency and/or
its employees.

POLICY

New Jersey government will maintain a secure, coordinated and cost
effective approach to Internet access and use by State employees. To
support access to the Internet, an Internet Access Provider has been
established for New Jersey government.

To control unnecessary State spending and avoid duplication of
effort, separate access contracts should not be negotiated by
individual agencies. Any exceptions must be reviewed and approved by
OTIS, and may be granted only under the following circumstances:

  • technical incompatibility has been identified; and/or,
  • special functional requirements exist.

Employee access to the Internet through established State facilities
is offered as a tool for meeting the programmatic needs of the State.
State-provided Internet access is therefore considered State property.
Access to and use of the Internet via the State Internet Access
Provider is for State business only. Authorized users are expressly
prohibited from using State-provided Internet access for personal
and/or non-State business.

Use of the Internet is a privilege which constitutes the acceptance of
responsibilities and obligations that are subject to federal, state
and local laws. Appropriate use must be legal; ethical; and
respectful of intellectual property, ownership of data, systems
security mechanisms, and individual rights to privacy and freedom from
intimidation, harassment and annoyance.

RESPONSIBILITIES

Employee

  • Comply with this policy and with all standards and guidelines
    referenced within this policy.
  • Comply with all applicable governmental codes of ethics and the New
    Jersey Conflicts of Interest Law.

Agency

  • Appoint/maintain an Internet Policy Coordinator who is responsible
    for acting as an agency's point of contact for OTIS and the
    Governor's Office on Internet policy issues.
  • Appoint/maintain an Internet Technical Coordinator who is
    responsible for acting as an agency's point of contact for OTIS on
    Internet technology issues.
  • Create and/or maintain an efficient and cost effective agency
    approach to Internet access by establishing and maintaining agency
    Internet access administration.
  • Ensure that necessary virus protection software is used.
  • Develop agency policies, guidelines and procedures to comply with
    State policies.
  • Authorize agency staff access to the Internet.
  • Ensure that only duly authorized persons access and use the Internet
  • Monitor staff access and use of the Internet to ensure that it is
    appropriate and consistent with agency program goals.
  • Establish internal controls for monitoring compliance and for
    ensuring that its employees are familiar with this policy and
    with all referenced standards and guidelines.

OTIS

  • Publish Guidelines for Acceptable Internet Access and Use.
  • Maintain and adjust, as necessary, a contract for a State Internet
    Access Provider.
  • Maintain and administer the State mail server/router to support
    agency access and routing.
  • Issue agency TCP/IP addresses as necessary.
  • Assist agencies with physical connections to the Garden State
    Network.
  • Monitor the performance and capacity levels of the Internet access
    infrastructure.
  • Ensure that security and firewall structures are operational and
    monitored.
  • Provide agencies with access to monitoring information on employee
    Internet access.

COMPLIANCE AND VIOLATIONS

  • Use of State-provided Internet access is a privilege which can and
    will be revoked at any time for violation of this policy or any
    standards or guidelines referenced herein.
  • Violations will be dealt with promptly, and remedial actions will be
    taken.
