ALCOHOL AND DRUG COUNSELOR COMMITTEE
PUBLIC SESSION MINUTES
JANUARY 22, 2009

I. CALL TO ORDER

This scheduled meeting was called to order at 9:36 a.m. in the Hudson Conference Room, 6th floor, 124 Halsey Street, Newark, New Jersey by Committee Chairman Edward Reading who gave notice of compliance with the Open Public Meetings Act.

II. ROLL CALL

Until the matter is resolved, Public Member, Lorenzo Puertas recused from attendance based on services he provides related to the profession that may be a possible violation of the statutory requirement for public board members.

III. APPROVAL OF MINUTES

On a motion by Norwood Allen, seconded by Jamie Lugo, the minutes of the December 19, 2008 public meeting were approved as amended.

IV. PUBLIC COMMENT

There were no members of the public in attendance.

V. LEGISLATIVE/REGULATORY

The Committee reviewed and accepted as information a copy of the 4th Quarter Legislative Report.

VI. DAS MATTERS

The Committee was informed that Division of Addiction Services Deputy Director, Mollie Green and Elizabeth Conte requested a meeting with the Committee and APCBNJ Executive Director Richard Bowe to discuss the DAS Workforce Development initiative.

VII. OLD BUSINESS A. School for Alcohol and Drug Studies

1. Rutgers SADS - Summer 2009

On a motion by Norwood Allen, seconded by Sylvia Lippe, the Committee approved the course work evaluation recommendations of the subcommittee.

2. Class Rosters and Certificates of Completion - December 17, 2008 The Committee accepted as informational the rosters and certificates for "Improving Networking Outcomes" and "The Secret to Stress Management: The Body-Mind Connection."

B. Department of Personnel - Beth Probola

The Committee reviewed a letter dated January 6, 2009 and the request to clarify the licensure requirements. A letter will be sent to Ms. Probola to advise that the requirements for licensure as specified at N.J.A.C. 13:34C-1 et seq. are accurate and current. Since the information posted on the Web page of the Department of Labor is inaccurate, Ms. DeMars will contact the unit and request a correction of the information on the page entitled: Alcohol and Drug Counselor http://wnjpin.dol.state.nj.us.

D. Lincoln University- Masters of Human Services

1. Masters of Arts in Human Services (MHS)
2. Masters of Arts in Human Services with Counseling Concentration

Pursuant to N.J.S.A. 45:2D-4(a)1 and N.J.A.C. 13:34C-2.2(b)1, all applicants are required to document completion of the 18 graduate semester hours in counseling within the addictions or counseling related graduate degree. Upon careful review of the course descriptions for the MHS transcript, it was determined that the program included a maximum of six (6) graduate credits in counseling pursuant to N.J.A.C. 13:34C-2.2(b)1. However, the Committee determined that the twelve (12) graduate credits listed as the "Master of Human Services Degree with a Concentration in Counseling" may be used to supplement the MHS. Therefore, as indicated in the introductory paragraph on the Web page for the "Master of Human Services Degree with a Concentration in Counseling," the course work (HUS 662, 692, 672, and 682, 12 total credit hours) is required to supplement the MHS for the New Jersey LCADC licensure.

A letter will be sent to Lincoln University advising that applicants for the alcohol and drug licensure credential complete additional course work in the clinical track to meet the graduate course work requirement.

VIII. NEXT MEETING

The next meeting of the Committee is scheduled for Monday, March 23, 2009 at 9:30 a.m. at 124 Halsey Street, Newark, New Jersey.

XIV. EXECUTIVE SESSION

On a motion made by Norwood Allen and seconded by Sylvia Lippe, the Committee adjourned the Public Session meeting at 9:50 a.m. to move to Executive Session to conduct three investigative inquiries, review criminal history background reports, pending disciplinary and confidential matters.
