This scheduled meeting was called to order at 9:43 a.m., in the Somerset Conference Room, 6th floor, 124 Halsey Street, Newark, New Jersey.

Substance Abuse Evaluator; Title and Function

Fox and Fox, LLP for PANJ

Rhonda Berliner-Gold, Esq., Carol Venditto and Jayne Cavanaugh addressed the Committee regarding Ms. Berliner- Gold’s letter dated March 25, 2009. They described the role, functions and supervision of individuals working in the Substance Abuse Evaluator (SAE) title in the courts. The Committee also reviewed the letters dated December 15, 2008 and March 12, 2009 as well as information provided by Lynsey Johnson, Esq., Fox and Fox, LLP for PANJ and related parties during the February 26, 2009 public agenda meeting. Based on the information that the Committee reviewed it appears that the functions performed by the individuals in the Substance Abuse Evaluator title are consistent with the 12-core functions set forth in N.J.A.C. 13:34C-3.1 (b)1 and (c)1.

May 15, 2009 Filed Consent Order: Suspension of license for five years for engaging in professional misconduct.

May 15, 2009 Filed Consent Order: Cease and Desist the unlicensed practice of alcohol and drug counseling.
