Legalized Games of Chance Control Commission Minutes The Legalized Games of Chance Control Commission met on January 9, 2008, at 10:30 a.m., at the Office of the Division of Consumer Affairs, located at 124 Halsey Street, 7th Floor, Essex Room, Newark, New Jersey. Present for the meeting were Commissioners Marilou Halvorsen, Edward Barrett, and Christine Vanek. Timothy E Ryan and Frank Ragazzo were not present. Also present were Deputy Attorney General Nancy Costello Miller; LGCCC Investigators Martin Silva, Joseph Chessere, and supporting staff Farah Rodriguez and Mary Grant. The meeting was opened at 10:30 a.m. by Chairperson Marilou Halvorsen, pursuant to provisions of the Open Public Meetings Act. N.J.S.A. 10:4-1 et seq. Adequate notice of the Legalized Games Public meeting was provided by mailing on January 2, 2008 in accordance with Chapter 231 P.L. 1975, more commonly referred to as the Sunshine Law. A list of all regularly scheduled Commission meetings to be held during 2008 was provided to the Office of the Secretary of State, Star Ledger, Trenton Times, the Director of the Division of Consumer Affairs, and posted in the State Building at 124 Halsey Street, Newark, New Jersey as well as being posted on LGCCC website: www.state.nj.us/lps/ca/lgccc.htm. 1. Reading and Approval of the Agenda The Commission reviewed and approved the amended agenda. MOTION: Halvorsen SECOND: Barrett APPROVED: Unanimous 2. Minutes of the Public Session meeting October 10, 2007 The Commission reviewed and approved the amended minutes. MOTION: Halvorsen SECOND: Vanek APPROVED: Unanimous 3. Public Comment No public comment. 4. Statistics report and comparison figures from LGCCC to DCA for November 2007. The Commission considered this informational but asked that it also be discussed in executive session for matters related to personnel issue. 5. List of organizations approved or denied requests for registration for December 2007 The Commission approved the approved and denied list for registration applications for December 2007. MOTION: Barrett SECOND: Vanek APPROVED: Unanimous 6. Recommended Approval of Casino Operators, Casino Operators Pending Additional Correspondence and Manufacturers, Distributors, and Providers , Compensated Workers for December 2007. None 7. The Commission determined that issuing a reimbursement appears not to be an authorized purpose. The Commission complimented the volunteers on their hard work . MOTION: Halvorsen SECOND: Barrett APPROVED: Unanimous 3. EC-50-07 - Wayne Boys & Girls Clubs LGCCC received a letter requesting assistance in an "Exacta" matter: the winning ticket was not produced. The Commission determined to have the organization hold the prize money for one (1) year. If the prize is not claimed by November 1, 2008, the funds are to be used for an authorized purpose. MOTION: Barrett SECOND: Halvorsen APPROVED: Unanimous F. Discussion 1. Letter from Continental State Fair, Re: Open House invitation. The Commission determined to issue a letter thanking the company for the invitation, but advising that Commission is not able to attend. 2. FYI: Disciplinary Committee Meeting Scheduled for December 19, 2007 was Cancelled. 3. Discussion: Letter from Continental State Fair, Re: Handheld Machine Fees Item is tabled until the next Regulation Committee meeting to be held on February 13, 2008. 4. FYI: Article from "The Times", titled, "Saying goodbye to Bingo." 5. Letter from the New Jersey Amusement Association, Re: East Coast Gift & Variety Show The Commission would like Scott Jenkins to request permission from the State to attend the East Coast Gift & Variety Show. 6. FYI: Woodbridge Township Resolution The Commission requested staff to obtain further information on this matter. The Commission moved to adjourn the meeting. After approving the reading of the closing statement by Commissioner Halvorsen, the meeting was adjourned at 11:30 a.m. MOTION: Barrett SECOND: Vanek APPROVED: Unanimous
